How PEI Gas Prices Are Set (and How to Time a Fill-Up)

1. Gas Prices in PEI Are Regulated, Not Free-Floating

Unlike most of Canada, PEI's gasoline, diesel, propane, and furnace oil prices are set by a government body: the Island Regulatory and Appeals Commission (IRAC), under the Petroleum Products Act. Every station on the Island sells at the same regulated ceiling price for a given fuel type on a given day. Shopping around between stations for a better price does nothing.

2. The Weekly Cycle

IRAC's Petroleum Panel sets new gasoline, diesel, and furnace oil prices every Friday at 12:01 a.m. (propane is reviewed every second Friday). The calculation:

• Start with the Charlottetown rack price, what oil companies charge to deliver fuel to Charlottetown Harbour
• Add a wholesale margin
• Add the federal excise tax, provincial gas tax, and HST
• Add a retail margin, roughly 7 to 8 cents per litre for self-serve gasoline and diesel
• Apply a forward averaging adjustment that smooths short-term swings to keep annual margins on target

3. Reading CPEI's Live Fuel Price Tool

CPEI's Fuel Prices page shows IRAC's current regulated rate for regular, mid-grade, and premium gasoline, plus diesel and furnace oil, in cents per litre, alongside a same-day/next-day comparison so you can see whether a change is about to take effect.

These figures are a snapshot; check the live tool for the current week's numbers, since IRAC updates them every Friday.

4. Practical Timing

Because prices only change at 12:01 a.m. Friday, or during an unscheduled interruption if the average price swings more than 4 cents per litre and holds for 5 days, the only timing lever that actually works is filling up Thursday evening ahead of a scheduled increase, or waiting until Friday morning after a scheduled drop.
