PEI Health Card: Application Requirements and Wait Times by Immigration Status
Permanent residents, work permit holders, and international students each face different document requirements and coverage timelines for the PEI Health Card. Here is what each group needs.
1. Apply the Moment You Arrive
The PEI Health Card covers medically necessary hospital and physician services. It does not cover prescription drugs or ambulance costs. You must be physically present in the province and treat PEI as your primary residence for at least 6 months plus one day per year to qualify.
2. Documents by Status

A study permit without off-campus work authorization does not qualify for a PEI Health Card. International workers who leave PEI and later return to work are treated as new applicants and must reapply from scratch.
3. Processing Time
Applications are processed in the order received, and standard processing runs up to 8 weeks. Same-day approval at any Access PEI location is available only to:
- Canadian citizens moving from another province
- Returning PEI residents applying under a new surname
- Canadian citizens returning from outside the country
- Permanent residents moving from a Canadian province where they already had health coverage
Everyone else joins the standard queue.
4. What to Do While You Wait
A pending application does not mean no access to care. Check real-time walk-in clinic wait times on CPEI's Hospitals and Clinics page before heading out, since several clinics accept self-pay or uninsured patients. For anything urgent, go directly to the emergency department; ER admission is never contingent on Health Card approval status.
